Portable Weigh-in-Motion and Profiling System in accordance with the following salient characteristics: 1. Weigh-in-Motion and static weighing of all types of vehicles within dynamic accuracy of +/- 1% - 95% Confidence Interval (CI) must allow for tare/gross/net weights of loaded, unloaded and towed vehicles for rapid processing without stoppage or delay. Must allow static weighing of all forms of vehicles. All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data). 2. Four (4) Static/Dynamic platforms minimum L 42 in X W 24 in X 1 in thick each, minimum of 40,000 lbs. capacity Per Axle. 3. Full Laser Measuring System providing L x W x H of all types of vehicle to static and dynamic accuracy +/- 1% 95% (CI). All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data). 4. Capability to simultaneously weigh & profile dual axle vehicles, multi-axle vehicles, and towed equipment to stated accuracies in item #1. 5. Provide rugged CPU with capability to build a unique file of automatic inputs from scales, lasers, Radio Frequency Identification (RFID). All Weather CPU must be resistance to sand, snow, windblown rain, temporary submersion, ice formation, debris and liquids. 6. Provide 2D Bar code reader which provides updated equipment lists files, including individual records and towed configurations Automatic export to Cargo Movement Operations System (CMOS) or Transportation Coordinators Automated Information for Movements System (TC-AIMS II) inputs equipment lists and exported into a format that can be transferred to the (CMOS) and (TC-AIMS II). System must be able to translate collected data from scales & lasers to specify accuracies to produce a “.CMC file and .CL5” file which is uploaded into CMOS/ICODES Integrated computerized deployment system for load planning purposes. No Manual data entry. Print vehicle records containing dimensions/characteristics of cargo/vehicle (Tare Weight, Gross Weight, Center of Balance). 7. Deployable/Air Transportable (able to be loaded on a 463L Aircraft Pallet [L108x w88] used for air transportation) 8. Must have approved user manual for calibration. Provide clear and concise instructions for the safe and effective operation and maintenance. 9. Provide necessary training to government personnel within 10 business days of completing delivery. The training shall be completed in 1-2 days and must ensure proficiency with operation, troubleshooting, and maintenance requirements to allow personnel to safely, independently, and effectively operate the system. The training objectives shall enable personnel to be adequately trained to obtain: • Automated vehicle lengths, widths and heights. • Automated vehicle axle weights, gross weight, and center of balance. • Automated gross weights of 463L aircraft pallets. • Summary weighing reports. All systems must operate as a standalone system that will not be connected to the Air Force Network or internet. Bluetooth and/or wireless systems are not permitted. All software updates and file transfers will be pushed manually via CD-ROM. Ruggedized Laptops in accordance with the following salient characteristics: 1. Meet or exceed specifications and requirements of GETAC V110 G6 laptops. 2. Provide sunlight readable and capacitive touch screen. 3. Provide integrated smart card reader. 4. Meet or exceed MIL-STD-810H and IP65 certification requirements. 5. Have capability to “hot-swap” batteries for continuous use.
