NOTICE OF INTENT TO SOLE SOURCE: This is a pre-solicitation notice in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The proposed North American Industry Classification Systems (NAICS) Code is 811213 (Communication Equipment Repair and Maintenance). This synopsis is prepared in accordance with guidance found in FAR 5.204, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies. The 18th Contracting Squadron, Kadena Air Base intends to negotiate a 5 year contract (1 Basic year with 4, 1 year Options) with Motorola Solutions, Inc. CAGE Code 78205, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This service (not including Korea) has been previously awarded to Motorola Solutions, Inc. under contract FA5270-13-C-0024. Interested parties may identify their interests and capability to respond to the requirement by the closing date. All responsible sources may submit a capability statement and proposal which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interests and capability by responding to this solicitation before the closing date with the technical questionnaire filled out and by submission of a capability statement. No phone or FAX requests will be accepted. The 18th Contracting Squadron intends to solicit this requirement sole source to Motorola Solutions, Inc. as critical components of the Joint Japan/Korea Land Mobile Radio network are highly specialized; these critical components are maintained and manufactured by Motorola using their proprietary communication protocols. Consequently, only Motorola manufactured parts and accessories are compatible with the current system. Using anything other than Motorola equipment would require modification to the Zone Controller, as well as upgrading all sites and consoles.
