The 18 Contracting Squadron (18 CONS) is conducting a Commercial Solutions Opening (CSO) authorized by the Department of Defense Class Deviation 2022?O0007. Under a CSO, the Air Force may competitively award proposals received in response to a general solicitation, similar to a broad agency announcement, to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject?matter experts within the Air Force. Under this CSO, all items, technologies, and services shall be treated as commercial items. This is an “Open CSO”, meaning the CSO will accept proposals until 15 September 2023, or until an award has been made. Proposals are reviewed, at a minimum, every 15 days, beginning 28 Jun 2023. The first cutoff date for the proposal to be eligible for the August review is 10 September 2023. The Open CSO will be amended to provide future cutoff dates. The final deadline for receipt of the proposal in response to this Open CSO is NLT 1400 Japan Standard Time, 15 September 2023. Kadena AB is interested in lodging solutions for 600 personnel that fit in the two determined areas The AOI seeks a white paper and/or pitch deck from interested parties who believe they can fulfill Kadena Air Base’s need to design and install lodging solutions at two designated areas on base. Proposals will be considered for each unit to total units. If the proposal is accepted for contract award, the contractor shall provide all system engineering, technical, installation, and supervision services for the 718 Civil Engineering Squadron (718 CES) on designing and initial install of lodging for the designated zones. The contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this AOI and provide the Government with a turn-key product. Minimum Requirements Must have structural integrity that can withstand high winds and shall be typhoon rated (64 – 100 + knots) and sufficient insulation to maintain temperature Can be one, two, and/or three stories. Must accommodate a total of 600 personnel. Must have a shower and latrine solution for a 600 personnel mix of males and females. Responsible to transport to project site and initial structural install Electrical, HVAC, and plumbing capabilities are recommended as part of the design
