The Air Force intends to solicit proposals from qualified vendors for a firm-fixed price contract for Contractor Operated Hardware Store (COHS) services, located at Camp Foster, Camp Kinser, Camp Courtney and Kadena Air Base, Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor is to ensure that COHS is managed and maintained for the 718th Civil Engineering Squadron and Military Family Housing (MFH) residents. This is a synopsis for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be evaluated pursuant to FAR Part 13. The 718th Civil Engineering Squadron has a requirement for COHS services. The proposed contract will be awarded using full and open competition. This service will be conducted at Camp Foster, Camp Kinser, Camp Courtney and Kadena Air Base, on Okinawa, Japan. Period of performance will be two (2) years; a base year of twelve (12) months and one (1) option periods of twelve (12) months. The anticipated effective date will be 1 March 2020. The government intends to make an awards to the offeror that represents the best overall value considering price and past performance. Solicitation No. FA5270-20-R-0002 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 444130. The solicitation will be issued electronically on or about 22 Dec 2019 at www.beta.sam.gov. Proposals will be accepted when submitted via e-mail to angelica.guerrero@us.af mil or when hand carried; proposals must be deposited in the bid depository located at 18 CONS/PKA, Bldg. 99, Kadena AB, Okinawa. Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. The Request for Proposal issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for receipt of offers will be 30 days after issuance of the solicitation. Anticipated award date will be on or around 28 Feb 2020. Facsimile, telephone, or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
