The Air Force intends to solicit proposals from qualified vendors for a firm-fixed price contract for Contractor Operated Hardware Store (COHS)/Eagle Hardware, located at Kadena Air Base, and various other military installations on Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor is to ensure that Eagle Hardware (COHS) is performed on Kadena Air Base and various other locations for the 718th Civil Engineering Squadron. This is a synopsis for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be negotiated pursuant to FAR Part 15. The 718th Civil Engineering Squadron has a requirement for Contractor Operated Hardware Store (COHS) or Eagle Hardware services. The proposed contract will be awarded using full and open competition. Period of performance will a base year of twelve (12) months and four (4) option periods of twelve (12) months with a six (6) month extension of service clause. The anticipated effective date will be 1 Oct 2019. The government intends to award a single award to the offeror that represent the best overall value considering technical acceptability, price and past performance. Solicitation 19-R-A009 will be issued as a Request for Proposal. It will be advertised with a North American Industry Classification System (NAICS) code of 444130. Solicitation 19-R-A009 will be issued electronically at www.fbo.gov. Proposals will be accepted when submitted via e-mail to beatrice.muranaka@us.af mil and/or jeremy.grimley@us.af.mil or when hand carried; proposals must be deposited in the bid depository located at 18 CONS/PKA, Bldg. 99, Kadena AB, Okinawa. Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
