The project scope consists of, but not limited to, providing all field instigations,surveys, design verification, plant, labor, materials, equipment, supplies,transportation, third-party services, supervision, and all other work necessary to designand execute construction work defined in this Statement of Work and attacheddocuments. The work includes all necessary finishing work to provide theGovernment with a final product that is fully functional and leaves no areas of thefacility that appear incomplete or unfinished. Work will include, but not limited to, removal and replacement of the existing TH-6and TH-7 electrical system and area lighting at Okuma. Demolish the old transformerhouse buildings #6 and #7. Replace the existing pole-mounted transformers inside ofTH-6 and TH-7 with US type outdoor transformer units. New transformers will beconcrete pad mounted with footings, mountings, and decorative wall enclosure.Wiring will be rerouted as required to connect power to new transformers. Demolitionand dispose of existing transformers, exterior enclosures, concrete and wooden poles,and lighting include all conduits, conductors, and controls. New transformers will beequipped with new secondary main distribution panels that will include lightingcontrol panels in transformer enclosure. The new outdoor transformer units will sit onnew concrete pads with additional handholes. All existing transformers arecontaminated with Polychlorinated Biphenyls (PCBs) therefore abatement anddisposal of toxic materials must comply with all Government of Japan and Federalrules and regulations. Provide all work and appurtenances for a complete and usablefacility. Laydown areas to be determined. This project will comply with applicableDoD, Air Force and base design standards. Sustainable principles, to include lifecycle cost-effective practices, will be integrated into the design, development, andconstruction of the project in accordance with UFC 1-200-02. Project design is 0%complete as of 20 Jul 2023. The Contractor shall determine the best technical design solution in conformance withcurrent regulations. The design and construction work shall comply with US federal, Department of Defense, Air Force, and 18 Wing criteria, as well as applicable Japan regulatory requirements not specifically stated elsewhere in this project statement of work to provide a complete and usable facility upon completion.
