The proposed contract is a performance-based acquisition for the contractor to provide nonpersonal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Andersen Air Force Base (AAFB), Guam in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The outcomes of this acquisition are consistent with the FAR 37.101 definition of service contracts.
