All other terms and conditions remain unchanged. This is not a request for a quote, proposal or an invitation for bid, but is intended to serve as a PRESOLICITATION SYNOPSIS ONLY. The solicitation will be available on or around 16 June 2025 on the SAM.GOV website at https://www.sam.gov. The proposed contract is a performance-based acquisition for the contractor to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform integrated solid waste management, inclusive of but not limited to, Municipal Solid Waste (MSW) and Recyclables collection and disposal services on Andersen Air Force Base (AAFB), Guam. The outcomes of this acquisition are consistent with the FAR 37.101 definition of service contracts. This will be a Firm-Fixed Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The contract will include a base period not to exceed 12 months with a provision for four (4) each, 12-month option periods thereafter. There is also an option to extend the contract for a six-month period under Federal Acquisition Regulation (FAR) clause 52.217-8 Option to Extend Services. The proposed acquisition is set-aside 100% for small business concerns; the Government will only accept offers from eligible small business firms. The NAICS code for this procurement is 562111 (Solid Waste Collection), which has a small business size standard of $47 million. The Government intends to solicit to SB firms via https://www.sam.gov for a period of 30 calendar days. The government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The Government’s strategy is to identify the best value proposal through a streamlines process using the Lowest Price Acceptable Past Performance (LPAPP) source selection procedures. Offerors will be able to view and/or download the solicitation and any attachments at https://www.sam.gov. It is the offerors’ responsibility to check the SAM.GOV website periodically for any amendments to the solicitation, as this will be the only method of distribution of amendments. All prospective contractors are required to register in the System for Award Management (SAM) database. Failure to register in the SAM database will make an offeror ineligible for award. A sources sought notice (FA524025S3005) for this procurement was posted on 24 April 2025 in SAM.GOV, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set this procurement as a Total Small Business Set-Aside (FAR 19.5).
