This pre-solicitation notice is for a Firm-Fixed-Price (FFP) construction contract of Project No. AJJY 22-1058 to repair and reconfigure the airfield 15 kilovolt (KV) circuit feeders P-84 and P-85 at Andersen Air Force Base (AAFB), Guam. This solicitation will be a competitive Historically Underutilized Business Zone (HUBZone) Small Business Set-Aside for a Design Bid Build (DBB) construction contract to reconfigure circuit P-84 and P-85 connection to active loads (two transformers) to avoid crossing runways. Provide redundant circuit connection for the two active transformers, provisions for future airfield loads/projects, provide connection between Switchgear “D” and Switchgear “E” to provide redundant circuit connection between MSA and TACAN (due to disconnection of circuit P-85), new feeder connection to Hangar 1 to eliminate existing submersible switch at MH-2. RESTRICTION TO SMALL BUSINESS: This acquisition is being competed as a 100% Small Business set-aside under the Historically Underutilized Business Zone (HUBZone). The applicable North American Industry Classification System (NAICS) code for this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19 million.
