Updated as of 4 January 2023: The Contractor will provide lease/rental of vehicle equipment as specified in Salient Characteristics for an anticipated period of twelve months minimim, to include delivery and pick-up at start and end of the rental period. 1. Lease/Rental of commercial vehicles equivalent to USAF vehicle fleet to augment direct-mission related operations. 2. Vehicles will be utilized to perform specific functions within Andersen Air Force Base Flight Line. Functionality will be as follows: 3. (2) 10K Standard Forklift, or equivalent, will be used to move Air Force cargo, 463L pallets, to/from 734 AMS facilities/aircraft/cargo trucks as required. Fork length must be 72 inches with lift capacity of 10K lbs. up to 160 inches and able to side shift load up to six inches from center, left or right. Vehicle delivery will be made to Building 19033, 734 Air Freight Terminal. Escort(s) will be provided from Andersen AFB Visitors Center upon time of delivery/reception. 4. Lavatory Service Truck, or equivalent, required to service multiple types of aircraft arriving/departing Andersen AFB, Guam. Truck must be able to service both commercial and military aircraft alike. Truck must have both non-potable water pump capability and waste-water removal capability to service military & civilian aircraft. Vehicle delivery will be made to Building 19033, 734 Air Freight Terminal. Escort(s) will be provided from Andersen AFB Visitors Center upon time of delivery/reception. 5. Baggage Conveyor Truck/Belt Loader Truck, or equivalent, required to load/unload personnel baggage from military and commercial passenger aircraft. Truck must have height-adjustable belt conveyor system to service multiple aircraft door heights. Vehicle delivery will be made to Building 19033, 734 Air Freight Terminal. Escort(s) will be provided from Andersen AFB Visitors Center upon time of delivery/reception. 6. Replacement for any above listed vehicle must occur within 96 hours of vehicle being reported/down for maintenance requiring a significant amount of work or time required. 7. Any vehicle maintenance for minor repairs (not requiring significant mechanical work, or work that requires significant amount of time) that can be performed on Andersen AFB, will be conducted on Andersen AFB. Mechanics will be escorted by 734 AMS personnel a minimum of 5 days a week. 8. All vehicles listed above will be maintained by originating lease/rental company. Vehicle mechanics and parts will be provided by lease rental company. 9. All vehicles list above will be operated by 734 Air Mobility Squadron only and will be trained and licensed via Air Force training standards accordingly. See attachment for additional information.
