The A-STRIDE framework, managed by 36 CONS, is an overarching acquisition and engineering delivery vehicle intended to speed procurement and support mission readiness through industry expertise and flexible project delivery. It operates under 10 U.S.C. § 2808a(a), authorizing transactions other than contracts, cooperative agreements, or grants for facility repair and construction projects, including planning, design, engineering, prototyping, piloting, and execution. Individual Facility Construction or Repair Project opportunities will be posted separately on SAM.gov as Areas of Interest under the A-STRIDE parent notice. The parent notice describes a competitive, streamlined three-phase response process, but no proposals are requested against the parent document itself; proposals are accepted only in response to active, published AOIs.
