This is a notice of intent to issue a sole-source, follow-on contract to Cubic Defense Applications for the sustainment of the MOKITS air combat training system, starting on or about August 1, 2026. The contractor will provide configuration management, sustainment engineering, logistics, and maintain approximately 143 instrumentation pods and four ground subsystems located at Misawa AB and Kadena AB in Japan, and Osan AB in the Republic of Korea. The total period of performance includes a one-year base period and four one-year options, with a possible six-month extension, not to exceed five and a half years. The agency justifies other than full and open competition because the required proprietary pods and highly specialized services are deemed available only from the original source, as award to another would cause substantial cost duplication and unacceptable delays. Interested sources must submit detailed capability information to challenge this determination, though this is not a solicitation.
