Synopsis – Notice of Intent to Sole Source 9/29/2023 This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement. The purpose of this synopsis is to announce the Governments intent to negotiate a Firm Fixed Price sole source purchase order with Phillips Federal Corporation, located at 7390 Coca Cola Drive Hanover, MD 21076 for the purpose of obtaining a HAAS CNC mill model TM-2, to will support aircraft (C-17, F-22, KC-135) assigned to at Hickam AFB or any transient aircraft that may require maintenance. The Government intends on purchasing the following items and quantities: 0001 Haas TM-2P CNC Mill (121"L x 73"W x 105" H) Qty: 1 ea 0002 Packing Qty: 1 ea 0003 4-Day Machine Training Qty: 1 ea 0004 10K RPM Greas Packed Inline Direct-Drive Spindle Qty: 1 ea 0005 Wireles Intuitive Probing System (WIPS) Qty: 1 ea 0006 Programmable Coolant Nozzle Qty: 1 ea 0007 Chip Auger Qty: 1 ea 0008 Automatic Air Gun Qty: 1 ea 0009 Rigid Tapping option Qty: 1 ea 0010 expanded on-board solid-state memory Qty: 1 ea 0011 Remote Jog Handle w/XLtouchscreen display Qty: 1 ea 0012 IUID tag plate Qty: 1 ea 0013 Package Freight Qty: 1 lot Delivery Address: 135 B Street BDLG 1055 JBPHH, HI 96853 The Government intends to negotiate solely with Phillips Federal Corporation per FAR 13.106(b)(1), as no other source of supplies will satisfy agency requirements. The 15th Maintenance Group located on Hickam AFB currently has a HAAS TM-2 Computer Numerical Control mill which has been inoperable. Since the HAAS model TM2 is no longer in production, the HAAS TM2-P is being requested as the replacement for the outdated TM2 model. The current model is not currently procurable through the government supply chain limiting the range of availability to meet the specifications of the product. Due to the fact that the Haas system and associated attachments, software, and power grid requirments are already being used in the current location and throughout the Metals Technology Air Force career field, procurment of a different source at this time would create a degredation in turnover, training, and mission generation. Moreover, Phillips Corp, Inc is identified as the sole and exclusive distributor of Haas machinery. No other source would meet Government requirements as requested. The NAICS code for this acquisition is 333517 (Machine Tool Manufacturing), with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.
