All Questions and Answers have been posted as another attachment. 766 ESS at Joint Base Pearl Harbor-Hickam, Hawaii is announcing its intent to solicit proposals under Request for Proposal (RFP) FA521521R0004. This effort is to provide a contract vehicle to accomplish retro-commissioning on HVAC systems throughout the Indo-PACOM area of responsibility. The contractor shall provide all materials, equipment, tools, and labor as required, to perform all work necessary to retro-commission HVAC systems in the PACAF area of responsibility (AOR), which includes Eielson Air Force Base (AFB), Joint Base Elmendorf-Richardson (JBER), and several remote radar sites in Alaska; Misawa Air Base (AB), Yokota AB, and Kadena AB located in Japan; Osan AB, Kunsan AB, and smaller collocated operating bases (COBs) located in South Korea; future contract locations may be added to include installations within the PACAF AOR as defined in the PWS. The North American Industry Classification System Code (NAICS) for this solicitation is 541350, Building Inspection Services. The business size standard in dollars is $7.5M. This acquisition will have 2 pools. Pool 1 - Full and open competition to all other Indo-PACOM locations Pool 2 - Embedded Small Business Set-Aside for Guam, Hawaii & Alaska locations. The Government anticipates awarding Firm Fixed Price (FFP) Multiple Award Contract (MAC) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a 5-year ordering period.
