It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract and does not restrict the Government regarding the acquisition approach that may be taken in the future. Responses will not be considered as proposals, nor will any award be made as a result of this sources sought notice. The Government will provide no response to your submission, however, your comments will be considered during the development of the market research and acquisition plan. No solicitation document exists at this time, any information available for this requirement will be released at https://beta.sam.gov. The Government will not be responsible for any costs incurred by interested parties in responding to this sources sought notice. The 766th Enterprise Sourcing Squadron (766 ESS) at Joint Base Pearl Harbor Hickam is currently conducting market research to locate qualified and interested potential business sources with experience in Base Operating Support (BOS) and Information Technology Core Communications (ITCC) services to perform the management and operation of the follow-on maintenance and logistics support contract for the Air Force Research Laboratories (AFRL), Detachment 15 (Det 15), Air Force Maui Optical and Supercomputing Site (AMOS) at Maui Island, Hawaii. The current contract number is FA521517C8005 and was awarded to Tunista Services L.L.C. on 14 June 2017. It was solicited and awarded as a 100% competitive 8A set-aside. The main service is Base Operating Support (BOS). The main North American Industry Classification System (NAICS) code for the requirement is 561210 - Facilities Support Services, and the main applicable small business size standard is $41.5 million in annual gross receipts. The current IT Core Communication Support services is part of the Research and Development for Advanced Space Superiority Technology and Engineering Requirements (RASTER) contract, FA945116D0001, task order 0008. It supports the operations and maintenance of the various specialized telescopes that rely heavily on the IT infrastructure. The requirement was solicited unrestricted and awarded to a large business, Boeing, as a Cost Plus Fixed Fee contract. (Note: The description of requirement included in this sources sought notice is not intended to be all- inclusive.) A draft of the Performance Work Statement (PWS) has been included with this Sources Sought and is intended to provide additional information. A subsequent solicitation will follow. II. Description of Requirement and Sites The contractor shall provide all management personnel, equipment and services necessary to operate the facilities. Det 15 services include: • Administration management and customer support; • Facility equipment and infrastructure operations, maintenance, repair and support; • Voice, data, and video communications systems support; • Information technology support; • Operations (physical plant operations); • Grounds maintenance; • Refuse collection and disposal; • Architect/engineer services (planning, design and construction management); • Security system maintenance; • Central shipping and receiving; • Property control and accountability; • Vehicle control, pickup and delivery; • Warehouse storage and Other logistics support (material control) for Det 15 and mission partners working on site. AMOS facilities include: • Two closed, potable water systems with pumps and tanks; • Two water storage tanks (one 73,000 gallon underground tank and two 1,000 gallon above ground tanks); • Two chlorination systems; • Associated underground water pipe lines feeding the primary facilities; approximately 1,500 feet of fencing; • Three sewage septic systems and one sewerage holding tank; • 1 ,025 linear feet of sanitary sewage main; • A main fire pump and 115,000 square feet of fire detection and suppression coverage; • Four clean agent fire suppression systems protecting approximately 7,250 square feet of facilities approximately 500 feet of communication ducts; • Approximately 8,400 square yards of parking lots, driveways, and equipment pads; approx. 1,000 feet of underground electrical distribution lines; three backup electrical generators- a 250KW, a 450KW and a 900 KW; two 20-ton bridge cranes; • One incline lift system with one unit rated at 4,000 pounds and one for 45,000 pounds; • Four chiller units at the Mt Haleakala site comprising a total of 470 tons of cooling, and four chiller units at the Kihei site comprising a total of 290 tons of cooling; • Security access control system with server and software and badge readers on the doors; • Intrusion detection systems with monitoring a stations; • A Closed Circuit Television (CCTV) Monitoring System with DVR's and cameras at both locations; • Logistics support includes central shipping and receiving from BOS contractor leased warehouse in Kahului, 2,000+ equipment items located throughout the AMOS site with property book value of $92M and a twenty (20) vehicle fleet size; • The highest level of security clearance required for this contract is DOD TS/SCI. • Twenty-four hour (standby) customer service call, emergency response and plant operations are required; and • Personnel filling selected responsible positions shall possess appropriate licensing and certifications Place of Contract Performance: The AMOS consists of two geographically separated locations with several buildings; one site is located at sea-level in the town of Kihei, and the second at the summit of Mt Haleakala at or around the 10,000 feet elevation level. The Kihei site consists of two sub locations; 1) Approximately 3.42 acres of land with one primary building and several other small structures with a total square footage of approximately 5,800 square feet; 2) Approximately 2.3 acres of land with a 33,000 square foot office facility, several other small structures, and a parking lot located at 550 Lipoa Parkway. The Mt Haleakala site consists of 4.43 acres of land, five primary buildings and several other small structures with a total square footage of about 89,500 square feet. The site has one mission partner. Ill. Vendor Response At this time, interested vendors capable of providing all of the described services may submit a description of their capabilities and experience. Any information provided by businesses to the Government is strictly voluntary. It is the intent of the contracting office to use this for informational and planning purposes only. Please provide information in sufficient detail regarding their capability and capacity to satisfy the requirement for BOS services. The Government has not determined the contract type applicable to the requirement. Responses are limited to no more than 10 pages and must answer all the questions listed below. Is this phase in/out period adequate? What is the industry recommended standard for phase in/phase out for a contract of this magnitude? 8) Is bonding and/or liquidated damages appropriate for this effort? If so, what level/threshold? 9) Has your company provided similar services (or possesses the managerial/logistical skills) to perform this service at a geographically separated and remote location, such as Maui? 10) The Government is contemplating using a Best Value Full Trade Off approach, using Past Performance and Price/Cost Tradeoff for evaluation. What is your opinion on the proposed source selection approach and what would you suggest be an evaluation criteria/discriminator that can help differentiate the best companies? 11) From your perspective, is there any risk (technical, schedule, and cost) associated with this effort? If so, what is it and how would you mitigate? 12) From your perspective, is there a way the Government can incentivize contractor’s quality, and schedule, by using contract types (FFP, CPAF, CPIF, etc.)? 13) From your perspective, would awarding your company additional option periods based on exceptional performance be a good incentive to ensure quality performance? If applicable, please provide your company’s experience with this contract type. 14) Can you share any innovate alternative methods/processes to reduce cost and/or improve the acquisition? What are the disadvantages presented to small businesses, who want to successfully compete for this effort? 29) What experience does your company have with operating, maintaining and repairing large air cooled chiller systems (100+ Tons), emergency electrical generators, electrical automatic transfer switches, and fire protection systems? 30) Does your company have experience managing in-use equipment and spares using the Defense Property Accountability System (DPAS) or other similar database? 31) What experience does your company have with effective real-time inventory management and automated inventory technology (AIT)?
