SYNOPSIS ANNOUNCEMENT The 374th Contracting Squadron at Yokota Air Base, Japan is seeking the interest of potential and eligible contractors for the design, procurement, delivery and installation of a Pre-Engineered Building (PEB) type aircraft shelter. CONTRACTING OFFICE ADDRESS: 374th Contracting Squadron Unit 5228, Bldg 620 Yokota Air Base Fussa-shi Tokyo 197-0001 INTRODUCTION: This is a Synopsis is to determine the availability of vendors to provide the labor, equipment, supplies, materials, supervision, transportation, and engineering design and materials required to construct one (1) Pre-Engineered Building (PEB) type aircraft shelter (50 meters x 42 meters with 14.2 meter height clearance) on the existing foundation at Yokota Air Base, Japan. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: 374 CONS is seeking to procure a PEB type aircraft shelter to be installed on existing keyhole(s) by the airfield. All materials must be delivered directly to Yokota AB, Japan in coordination with Government scheduling. REQUIRED CAPABILITIES: The information identified below is intended to be descriptive, not restrictive and to indicate the type of work that will be required in order to design, procure, deliver and erect a PEB quality of the supplies that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies that fulfill the required specifications. Field surveys Geographical surveys Soil sampling in compliance with the latest UFC 3-250-01, UFC 3-230-06A or any other pertinent regulation Environmental surveys in compliance with Japan Environmental Governing Standard (JEGS) Pre-Engineered Building Work Provide a complete design IAW UFC 1-201 of a complete 1-story 42m x 50m steel PEB Obtain primary and secondary components and structural framing members, each type of metal roof, wall and liner panel assemblies, clips, closures and other accessories from the standard products of the single source from a single manufacturer to operate as a complete system for the intended use. Either a roll up or sliding door to accommodate a minimum width of 46 meters and minimum height of 14.2 meters. Provide certified engineering calculations using the products submitted for the following ; Roof and wall wind loads Dead and live loads Collateral loads Foundation loads Erecting of the PEB Welding, AWS A5.1/A5.1M, AWS D1.1/D1.1M, and AWS D1.3/D1.3M or equivalent Japanese standard. Designer Qualifications The designer must have a United States or Japanese Engineering certificate Installer Qualifications Qualified installers shall have successfully completed 1 or more similar type jobs within the last 5 years. All workers shall be under the supervision of a licensed or certified person in the specific work being accomplished and must be able to enter Japan AND Yokota Air Base. Technical Requirements: For the erecting of the PEB, the contractor is to provide at minimum two certified personnel of the following. Controlled Industrial Waste Treatment Business Permit (Sangyo Haikibutsu Shobungyo Kyoka Sho) / The Administration Division Prefecture of Japan Controlled Industrial Waste Collection and Transportation Business Permit (Sangyo Haikibutsu Shushu Unpan Gyo Kyoka Sho) / The Administration Division Prefecture of Japan Special Controlled Industrial Waste Treatment Business Permit (Tokubetsu Kanri Sangyo Haikibutsu Shobun Gyo Kyoka Sho) / The Administration Division Prefecture of Japan Special Controlled Industrial Waste?Collection and Transportation Business Permit (Tokubetsu Kanri Sangyo Haikibutsu Shushu Unpan Gyo Kyoka Sho) / The Administration Division Prefecture of Japan Doboku Sekoukanri Gishi/ Ministry of Land, Infrastructure, and Transport 1st Class Electrical Construction management engineer (1-kyu Denkikoji Sekoukanrigishi) Ministry of Land, Infrastructure and Transport (Kokudo-Koutsuu Shou) (Authorization) 1st. Class Electrician (Dai 1 syu Denki Koujishi) Ministry of Economy, Trade and Industry (Keizai-Sangyou Shou) (Authorization) International Trade and Industry (Authorization) Nihon Welding Association (Issue) Submission of licenses and certificates The contractor is to submit color copies of license or certification with color photo and renewal/retraining record of each work to 374 CONS/PKB, contracting officer for approval. If designated license or certification does not have a color photo, additional submittal may be required for personal identification. For further details, please refer to the attached draft Statement of Works (SOW) dated 6 August 2021. *Please note that attachments currently are not provided. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 236220. This Synopsis is requesting responses to the following criteria from all businesses that can provide the required services under the NAICS Code. OTHER CONSIDERATIONS: (1) Due to the ongoing COVID 19 pandemic, please keep in mind that there may be harsher visitation restrictions at both Yokota AB and Japan. If contracted for the construction of the PEB, the contractor must be able to conduct the work at Yokota AB. Brief Capabilities Statement Brief Capabilities Statement: Interested businesses should submit a brief capabilities statement package, catalog, or other information sufficient to demonstrate the ability to perform the services listed above under Required Capabilities (limited to 5 pages) stating specifically shipping and delivery methods used to fulfill orders.
