The Contractor will be responsible for providing full services of lifeguard staffing and supervision of lifeguards seven (7) days per week at outdoor swimming pool at Yokota Air Base Japan for the period of 20 May 2024 to 30 September 2024 and the same period(s) of corresponding years. Please see the Performance Work Statement (draft) for the detailed service description. We are looking for prospective vendor(s) who are capable to meet the following conditions: Product Service Codes (PSCs): R – Support Svcs (prof, Admin, Mgmt) NAICS Codes: 561320 Temporary Help Services General Standards in accordance with (IAW) Federal Acquisition Regulation (FAR) 9.104-1 Have adequate financial resources to perform the contract, or the ability to obtain them Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments; Have a satisfactory performance record. Have a satisfactory record of integrity and business ethics; Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them; and Be otherwise qualified and eligible to receive an award under applicable laws and regulations 4. This requirement will be entirely performed in the country of Japan, therefore, the performers (Lifeguards) are required to be capable local nationals or those who hold “Foreign Resident Card” issued by the Government of Japan. (No Status of Forces Agreement (SOFA) visa will be issued.) 5. Assurance of Employment: The vendor is capable to submit an Employment Agreement covering the base year to the Government at the time of the bid submission. The employment agreement is any form of the document that proves the performer's engagement between the bidder and the individual who will be assigned to the designated location after award. In the event the bidder does not submit the employment agreement, the bidder may not be deemed "Responsible" IAW FAR9.104-1 rendering them ineligible for award.
