This is a Combined Synopsis/Solicitation for commercial product/service prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. The Government contemplates award of up to three (3) pre-priced Blanket Purchase Agreements (BPAs) resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the best value to the Government, in accordance with FAR 52.212-2. However, the Government retains the right to award more or fewer BPAs based on quantity and quality of offers received, and may award BPA(s) to other than the lowest price. THIS REQUIREMENT WILL BE SOLICITED TO LOCAL VENDORS ONLY IN THE GEOGRAPHICAL AREA OF JAPAN. THE INTENT TO ESTABLISH BLANKET PURCHASE AGREEMENTS (BPAs) AMONGST QUALIFIED VENDORS IN JAPAN. Description: The Contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to furnish pavement construction materials for Yokota Air Base, Japan, as set forth in the Specifications and the Price List in accordance with (IAW) the terms and conditions of the Blanket Purchase Agreement (BPA) and applicable Government of Japan (GOJ) laws and trade practices.
