The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials and any other items or services necessary to provide The Contractor shall perform Chemical Agent Resistant Coating (CARC) with Painting of Aircraft for the US Military Aircraft, U.S. Army Aviation Battalion Japan (USAABJ), Camp Zama, Japan. Aircraft to be serviced is UH60L Black Hawk helicopters (5ea). Background: This program is a continuation of the U.S .Army's Aviation and Missile Command's (AMCOM) effort to reduce the aircraft structural damage caused by corrosion. The intent of this contract is to be a corrosion control and prevention program for Army aircraft. Performance Requirement: The Contractor shall furnish all necessary labor, supervision, equipment, tools, materiel, consumable supplies and facilities, except as otherwise noted herein and shall perform all work required to strip, inspect, apply corrosion treatment and corrosion repair, apply primer, paint, markings (lettering and numbering) and perform ground handling of UH-60 aircraft assigned to U.S. Army Japan (USARJ). Regulatory information: the contractor shall follow TM 01-1A-509-2/4 & TM 1-1500-344-23-2/4 particular attention to appendix B and Painting and Marking of Army aircraft TM 1-1500-345-23 to clean and corrosion control. a) Aircraft preparation for paint removal b) Aircraft paint removing c) Corrosion identification and treatment d) Aircraft surface preparation prior to priming e) Aircraft priming f) Aircraft Surface preparation prior to paint g) Aircraft painting h) ALL Aircraft markings (i.e. applicable serial number as well) Note 1: This project will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan. Note 2: Solicitation issuance and closing dates are tentative. It is the offeror's responsibility to check the firm dates at block 6 & 8 of SF 1449, once the solicitation is released, to ensure submission of your offer in a timely manner. If you have any questions about the release date of a solicitation please contact the Contract Administrator or Contracting Officer listed in this announcement. Note 3: Personnel Qualifications. The contractor shall be responsible for their employees have the following current and valid Japanese professional certification to provide the required services under this contract in country of Japan. • First-class paint technician (Japanese Government issued qualification) (?????????????) • Spraying technician (Japanese Government issued qualification) (???????????) All quoters shall submit copies of Japanese licenses as required at paragraph 1.9.1. of the SOW. In the event the qutoer does not submit the required licenses, the quoter may not be deemed “Responsible” in accordance with FAR 9.104-1 rendering them ineligible for award. Note 4: A pre-proposal conference/site visit information will be announced later once it becomes firm. Note 5: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.
