NOTICE OF INTENT TO AWARD SOLE SOURCE: 374th Contracting Squadron, Yokota AB, Japan intends to award a sole source purchase order to Agilent Technology Japan Inc. Agilent Technology Japan Inc will providing the following to MEDDAC-Japan, Camp Zama, Kanagawa, Japan: a. Agilent 1260 Infinity II HPLC System including installation and training at the site. b. Agilent 8890/5977B GC/MS System Lumin Purge and Trapy upon the request by the Environmental Lab, It is including c. Operation Training and manuals in both Japanese and English at the site. Since this High Pressure Liquid Chromatograph (HPLC) a replacement for an existing Agilent HPLC. The current system was installed in 2012 and the overall system is approaching it's expected service life. Some components are beyond their expected service life. Since this is a replacement for an existing system, purchasing another Agilent system would be ideal. Specific Advantages 1. Instrument Service: This is a complex system that will require routine preventive maintenance as well as other service throughout it's service life. We currently have a service contract/service agreement in place with Agilent. Purchase of an instrument from an alternate manufacturer will require a new service contract. 2. This laboratory currently has seven Agilent chromatography systems in use. There is a significant amount of commonality in spares and user serviceable parts. Purchasing the specified Agilent system will not entail the purchase of a different set of consumables and spares. This will simplify the logistics of using and maintaining the instrument. 3. Software: The Agilent 8890 utilizes Agilent's ChemStation/OpenLabCD software. This software is on all of our Agilent instruments and all Organic Chemistry staff are trained on this software. All of our analytical methods have already been developed for the Agilent 8890 system. Purchase of an alternate system will require training on the new software, as well as a significant amount of time to become proficient with an alternate vendors software. Additionally, analytical methods will have to re-written to conform with the different software. Finally, we utilize a series of custom developed reports and spreadsheets for data reduction and reporting. These reports and spread sheets are specifically written for the Agilent data formats. All reports and spreadsheets would have to be re-written to accommodate a different format. 4. Training: The laboratory staff is already trained on using the Agilent systems, including operation, software (as noted in item 3) and maintenance. The ECL staff will require very little training from Agilent to become familiar with operation and maintenance. Purchase of an alternate system would require additional training and time to become proficient in the operation and maintenance of an alternate system. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The closing date for this notice is 25 Aug 2022 at 1600 Japanese Standard Time.
