Subject R&D service is being acquired as ITC-IPAC Research and Development Project for "Development and Demonstration of Power Dense Manganese-Carbon Supercapacitors". We will award Indian Institute of Science as sole source contractor. Nature of this conract is a grant rather than a norma contract. Initially, we tired to make a grant IAW 10.U.S.C. 2358 and 31 U.S.C. 6304. However, we found out that our contract writing system at overseas did not allow making a grant.
