The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide natural gas, twenty four (24) hours a day, seven (7) days a week, to the Main Boiler Plant, Building 1600, at Naval Air Facility (NAF) Atsugi via a gas pipe line. The Contractor shall conduct periodic and emergency inspections on Government-owned gas line from the supply point listed above to the connection point in accordance with Japanese Gas Business Act (Act No. 51 of March 31, 1954) and all other relevant laws. See the attached RFP package for details. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFER MUST BE LICENSED AND REGISTERED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN. NO SUPPLIER SUBCONTRACTING WILL BE PERMISSIBLE IN THIS CONTRACT. A pre-proposal conference and site visit will be conducted at NAF Atsugi on 1 Jun20 at 1000 hours for the purpose of answering questions regarding this solicitation.
