AMENTMENT 0002 Amendment 0002 is provided revised Statement of Objectives (SOO) and UPG format added HDMI cable. In addition, Attachment J-7, Section L-100 was revised based on the Q&A #2 provided on 26 Feb 20. There is no other change in the terms and conditions of subject solicitation. There is no change in the solicitation due date. This is a notice for a solicitation for Simplified Acquisition Base Engineering Requirements (SABER), Indefinite-Delivery/Indefinite-Quantity (IDIQ) at Yokota Air Base and Off-Base Sites, Japan, with 5-year basic period plus 2-year one (1) option. SABER is a single-award, design-build indefinite delivery/indefinite quantity (IDIQ) construction acquisition. The SABER program will consist of, but not limited to, a broad range of maintenance, repair, and minor construction work on real property at Yokota Air Base and Off-Base Sites. A guaranteed minimum amount is ¥500,000 for IDIQ contract awarded. The maximum aggregate amount of the SABER program, inclusive of all awarded SABER contracts, including all option periods, shall not exceed $49,000,000.00 (Yen equivalent amount). If the maximum aggregate amount of $49,000,000.00 is reached prior to the end date of the final period of performance, no further task orders will be issued on the contract. Schedule of Pre-Performance Conference, Questions, Past Performance Questionnaires (PPQs), and Proposals: - A pre-proposal conference will be conducted at 374th Contracting Squadron, Bldg. 620, Yokota Air Base, Japan on 19 Feb 20 at 1330 hours. A site visit for the Mock Project at Bldg. 620 will also be conducted during the pre-proposal conference. All offerors who will be attending the conference shall furnish in writing (e-mail or fax) the information required in AF PGI 5315.209-90, Solicitation Provisions and Contract Clauses, Notice of Pre-Bid/Pre-Proposal Conference, of the RFP to the POCs, Mr. Hiroshi Yoshikawa, Ms. Reiko Kimura and Ms. Namiko Kaneko, 374 CONS/PKBA via fax at 042-530-3319 or e-mail at hiroshi.yoshikawa.jp@us.af.mil, reiko.kimura.1.jp@us.af.mil and namiko.kaneko.1.jp@us.af.mil not later than 11 Feb 20 at 1600 hours. NO EXCEPTIONS. - The specifications for SABER basic contract and Mock Project’s sample drawings and its related documents are provided by CD due to file capacity. Offerors who have request prior to the pre-proposal conference to the all POC not later than 11 Feb 20 at 1600 hours. - Offerors who have any questions on the RFP prior to the pre-proposal conference are requested to submit the questions to the all POC not later than 11 Feb 20 at 1600 hours. - Offerors who have any questions on the RFP after the pre-proposal conference are requested to submit the questions to the all POC not later than 26 FEB 20 at 1600 hours. - PPQs, as required in Attachment J-7, L-100 PROPOSAL PREPERATION INSTRUCTIONS, para B.4(b) and Past Performance Evaluation Cover Letter (Attachment J-5), shall be submitted by the respondents directly to the government’s POCs not later than 4 Mar 20 at 1600 hours. - Proposals in compliance to Attachment J-7, L-100 shall be submitted by 1400 hours on 9 Mar 20 Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://beta.sam.gov/ in order to receive notification and/or changes to the solicitation. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at https://www.sam.gov/SAM/; the following NOTE must be satisfied due to award and performance to be made in Japan. NOTE: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract(s) nor does it obligate the Government to pay for any proposal preparation costs.
