The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance and repairs to the sidetrack roadbed portion of U.S. Government Sidetrack No. 342 and 343, Tsurumi, in a manner that will ensure continuous and reliable railroad operational condition. See the Performance Work Statement (PWS) for details. SCHEDULED PERFORMANCE DATE: 01 Apr 2020 through 31 Mar 2021 A pre-bid/pre-proposal conference and a site orientation will be conducted at 13:00 PM on 11 Mar 2020 at NAVSUP FLC Yokosuka, Tsurumi Fuel Terminal, Sidetrack No. 342 & 343. All offerors are encouraged to participate in this pre-proposal conference and site orientation. Please submit the names of all attendees (not to exceed 3 persons) to Ms. Ikumi Sato by e-mail at ikumi.sato.jp@us.af.mil by 15:00 PM on 10 Mar 2020. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Those who would like to participate in the pre-proposal conference are required to submit a Gate Pass Request Form (included in the solicitation package) to Mr. Shigeharu Kawashima or Mr. Masaaki Osanai, NAVSUP Fleet Logistics Center Yokosuka, Fuel Department Hakozaki Terminal, by e-mail at Shigeharu.Kawashi.JA@fe.navy.mil or Masaaki.Osanai.JA@fe.navy.mil (TO:) and ikumi.sato.jp@us.af.mil (CC:) prior to 10 Mar 2020, 15:00 PM, JST. You must bring an individual identification with a photo. For the vehicle pass, please make sure you bring the proper original insurance documents. Failure to provide the proper documentation may cause you not be able to enter the base. The Government will not provide any transportations to participants. OFFER DUE DATE: 19 Mar 2020, 02:00 PM (Japan Standard Time) “Supervisor of Railway Construction/Maintenance Work (“Kidoukou Kouji Kanrisha” in Japanese)” issued by the Japan Freight Railway Company is required for the performance. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN. On 17 Mar 2020, Amendment No.0001 was issued. This amendment is to revise the Performance Work Statement (PWS) dated 12 Dec 2019 to add Item "Chemical Weed Control" in the appendix E, F and G. Except as provided herein, all other terms and conditions of this solicitation remain unchanged and in full force and effect.
