DESCRIPTION: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance and repairs to the sidetrack roadbed portion of U.S. Government Sidetrack No. 328, Yokota Air Base, in a manner that will ensure continuous and reliable railroad operational condition. SCHEDULED PERFORMANCE DATE: The effective date in block 3 of Standard Form (SF) 1449 through 30 Sep 2020 A pre-proposal conference and a site orientation will be conducted at 13:30 PM on 15 Nov 2019 at the 374th Contracting Squadron, Bldg. 620, Yokota Air Base (SUBJECT TO CHANGE). All offerors who are interested in this requirement are encouraged to participate in this pre-proposal conference and site orientation. Please submit the names of all attendees (not to exceed 3 persons) to Ms. Ikumi Sato by e-mail at ikumi.sato.jp@us.af.mil by 04:00 PM on 14 Nov 2019. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Those who need an escort are required to come to the Gate 5 (Supply Gate) by 12:50 PM on 15 Nov 2019. You must bring the proper identification ((1) Passport, (2) Driver's License & original Residence Certificate that shows Permanent Address and is within 6 months from issuance, (3) Juki-net card, and/or (4) My Number Card with photo). For the vehicle pass, please make sure you bring the proper original insurance documents. Failure to provide the proper documentation may cause you not be able to enter the base. The Government will not provide any transportations to participants. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN.
