Amendment No. 0001 was issued on 23 Mar 20 (Japan Standard Time) in order to publish Attachment 5 (Question and Answer) about the IFB. The solicitation is uploaded herein except for drawings (Attachments 2a and 2b). The offerors shall contact following POCs to obtain the drawings in a timely manner. POC: EIKI OHKUBO, 374 CONS/PKA (Fax: 042-551-0973 / Email: eiki.ohkubo.jp@us.af.mil) POC: KEISUKE KIYOTKAKA, 374 CONS/PKA (Fax: 042-551-0973 / Email: keisuke.kiyotaka.jp@us.af.mil) A site visit (SV) will be conducted on 10 Mar 2020 (Tue) at Yokohama North Dock, Kanagawa-ken, Japan. See Section L in SF 1442. Participants will meet at Main Gate of Yokohama North Dock on 1230 hours on the date. The number of participants are limited to 3 personnel and 1 vehicle per offeror. The government will not provide transportation in Yokohama North Dock. Each offeror shall come to the site by car. ALL offerors who intend to attend the site visit need to complete the attached “List of Participant” and submit it to the aforementioned POCs no later than (NLT) 1130 hours, 3 Mar 2020 (Japan Standard Time). In addition to “List of Participant”, offerors who do NOT have base access pass to Yokohama North Dock need to fill out the attached “USAG-J Form 1529” and submit it with “List of Participant”. It is the offeror's responsibility to ensure above POCs' receipt of your e-mail. Please Note: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. 1. Work Requirements: a. This includes the following two (2) projects: Project No. F-20-400, Repair Concrete Pier Apron, Pier 341 at Yokohama North Dock Project No. F-20-401, Repair Damaged Grating Basins at Yokohama North Dock Please refer to attachments in Section J of SF1442. b. Performance Period to complete the entire requirements is 270 calendar days after the effective date of Notice-to-Proceed issued by the government. 2. The magnitude of these projects in total is between JPY111,154,200 ($1M) and JPY555,771,000 ($5M) in accordance with FAR 36.204 (f), which means the Government's cost estimate falls in this range. 3. The solicitation method is Invitation for Bid (IFB) that employs competitive bids, public opening of bids and award. 4. The Contractor will be required to furnish a Bid Guarantee and Performance Bond for this project. This notice does not obligate the Government to award contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
