THIS NOTICE IS FOR LOCAL SET-ASIDE IN JAPAN. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued. All offerors shall follow attached combine synopsis document and attachments. All interested vendors intending to submit a quote need to attend a pre-proposal conference and site visit. •1. Pre-proposal Conference and Site Visit: (1) Pre-proposal Conference. A pre-proposal conference will be conducted at Bldg S-104, Sagamihara Family Housing Area, Kanagawa-ken at 1000 hours on 14 May 2019, Japan Standard Time (JST) for the purpose of answering questions regarding this solicitation. The participants who does not have gate pass must meet at Main Gate, Sagamihara Family Housing Area at 0945 hours on this day, Japan Standard Time to participate this conference. (2) Site Visit. Offerors are urged and expected to inspect the sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. In case of severe weather on the date of site visit, the Government may reschedule the site visit on a date to be determined by the Government. The Government is not liable for any costs incurred to participate in the site visit. Site Visit Schedule: Sagamihara Family Housing Area: Right after preproposal conference ends, 14 May 2019 Sagami General Depot: 1330 hours, 14 May 2019 Camp Zama: 1500 hours, 14 May 2019 Yokohama North Dock: 1000 hours, 15 May 2019 Base Pass: The offerors shall submit an uploaded gate pass request form to contract administrator NLT at 1300 hours on 13 May 2019 (Japan Standard Time). This project will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan.
