This is a Sources Sought Notice for the purpose of market research. This is to identify sources that can perform Transport of International Organization for Standardization (ISO) Containers and Government-Owned/Controlled Containers in Japan. We currently have three (3) Contractors with Blanket Purchase Agreements (BPAs) to perform this requirement. We intend to award one (1) additional BPA Contractor. We will retain the right to award more than one (1) contractor as a result of the evaluation. Firms that have interest in this project are requested to respond to 2d Lt Madison Tikalsky via email at madison.tikalsky.1@us.af.mil by 12 Aug 2020. Requirement Overview The Contractor shall furnish services of transporting ISO container/knock-down flatrack (platform) container and Government-owned/controlled container including military-owned demountable container (MILVAN) by the Contractor’s truck-tractor with 20ft and 40ft commercial container chassis as set forth in the Price List, IAW the terms and conditions of this contract and applicable Government of Japan (GOJ) laws and trade practices. Area of Performance The areas of performance shall be throughout Honshu, Kyushu and Hokkaido to meet transportation requirements and the Area Definition IAW GOJ Tariff is listed in Appendix. The point-to-point routes are specified in the Price List. Performance Time Schedule When scheduled by the Government, the Contractor shall perform services at any time during any calendar day to meet the Government requirements. Orders will be placed either two (2) or three (3) working days in advance. Types of Freight Freight to be transported may any of the following: General Freight - all types and descriptions other than dangerous freight, hazardous freight or sensitive freight as further defined below Dangerous Freight - items which are applied to the GOJ “Fire Defense Law” (Law No. 186, 24 July 1948, with revisions thereto), “Poisonous and Deleterious Substances Control Law” (Law No. 303, 28 December 1950, with revisions thereto), “High Pressure Gas Safety Law” (Law No. 204, 7 Jun 1951, with revisions thereto) and other related laws/ordinances. Hazardous Freight - low explosive, high explosive, or such other materials of explosives listed under the GOJ “Explosives Control Law” (Law No. 149, 4 May 1950, with revisions thereto) and other related laws/ordinances. Sensitive Freight - freight which requires a high degree of protection while in transit. Offerors may specify which types of freight they are licensed or willing to transport. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN. This notice is for informational purposes only and is not considered a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this sources sought. If a solicitation is released, it will be released on beta.SAM.gov. It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.
