This is a Sources Sought Notice for the Market Research purpose only to determine the availability and adequacy of potential and eligible business sources for Indefinite Delivery / Indefinite Quantity (IDIQ) contract for Whole House Maintenance (WHM) at U.S. Army Installations (Camp Zama and Sagamihara Family Housing Area) in Kanto Plain, Japan. No award will be made directly from this Sources Sought. No solicitation will be available at this time; therefore, do not request a copy of a solicitation. The information contained in this notice is subject to change. The WHM contract is for recurring interior and exterior maintenance and repair work for dwelling units at Camp Zama and Sagamihara Family Housing Area. The scope of work includes, but is not limited to, house cleaning, painting, carpentry, mechanical and electrical work, tree trimming, sodding, and other incidental services. The Government will make no representation as to the number of Task Orders or actual amount of work to be ordered under this IDIQ contract in excess of the minimum guaranteed amount to be specified in the contract. The maximum aggregated amount of Task Order(s) including basic and option periods shall not exceed the maximum (ceiling) value to be specified in the contract. The maximum value of the contract is $4.5M (but is subject to change). Contract period is Basic Period (1 year) with one (1) 6-month Option Period. IMPORTANT: Since the contemplating contract is to be performed in Japan, the offerors must meet the following two requirements for OCONUS (Outside Continental United States): (1) DFARS 252.225-7042, “Authorization to Perform” – The offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, (2) FAR 52.236-7 (modified IAW AFFARS 5336.507), “Permits and Responsibilities” – The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. INTERESTED VENDOR LIST: Vendors who are eligible (see Paragraph IMPORTANT above) and interested in this WHM contract are requested to add your firm’s name into interested vendors using “INTERESTED VENDOR LIST” function on this beta.SAM.gov no later than 30 Apr 2021, 1400 hours (Japan Standard Time (JST)).
