This is a Sources Sought Notice for a Market Research ONLY to determine the availability and adequacy of potential and eligible business sources for the title project. No award will be made from this Sources Sought. No Solicitation is available at this time. This is a construction-only project to perform roof repair on Building 177-1, Sagami General Depot, Sagamihara-shi, Kanagawa-ken, Japan. The work to be performed includes: a) Remove and dispose of existing V-beam formed pre-coated galvalume metal sheet roofing, skylights, ridge covers, gables, gutters, polyvinyl chloride (PVC) downspouts, and other incidental items. b) Remove temporarily existing louvers and insect screens, and reinstall them to accomodate the replacement work of roof panels. c) Provide and securely fasten new V-beam formed precoated galvalume metal sheet roofing, tight frames, eave sealing strips, eave frames, ridge cover sheets, ridge sealing strips, caulking compound, apron sealing strips, seam caps, gable sheets, flashing, eave caps, PVC gutters, PVC downspouts, and other incidental items. d) Remove and dispose of existing V-beam canopy with steel beam, and provide new V-beam canopy with steel beam. e) Conduct paint work for existing exterior steel structures. The magnitude of this project is between ¥111,593,800 ($1M) and ¥557,969,000 ($5M) in accordance with FAR 36.204 (f), which means the Government's Estimate falls in this range. The Contractor will be required to furnish a bid guarantee and performance bond. Period of performance is 540 calendar days after issuance of Notice-to-Proceed. Site visit for bidders is expected to be conducted in May 2019. The schedule will be announced when the solicitation (Invitation for Bid) is issued. NOTE: This acquisition is unrestricted; however, the solicitation will include clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and; (2) FAR 52.236-7 (as modified pursuant to AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions' laws, codes, and regulations applicable to the performance of the work.
