No telephonic inquires will be honored. Offerors must be registered in the System for Award Management (SAM). Lack of registration in the SAMdatabase will make an offeror ineligible for award. The offerors are required to confirm on an annual basis that itsinformation in the SAM database is accurate and complete at https://www.sam.gov/. Offerors must be registered in Wide Area Work Flow (WAWF). The WAWF system is the method toelectronically process vendor payment requests and receiving reports, at http://wawf.eb.mil/. (Authorized byDFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports) Funds are not presently available for this contract. The Government’s obligation under this contract iscontingent upon the availability of appropriated funds from which payment for contract purposes can be made. Nolegal liability on the part of the Government for any payment may arise until funds are made available to theContracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmedin writing by the Contracting Officer.
