This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA520523QB032; this solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2023-06, DPN 20230609, and AFAC2023-0505 This acquisition will be full and open competition. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at https://www.sam.gov; however, the following must be satisfied due to award and performance to be made in Japan. [NOTE TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. See attached RFQ.
