Pre-Solicitation Notice: This is a pre-solicitation notice for the Repair Dorm Bldg. 542 project for Misawa Air Base (MAB), Japan. The contractor shall provide all supervision, management, quality control, labor, tools, equipment, materials, and performance of all work necessary to construct improvements for the renovation of Dormitory Bldg. 542. The work includes but not limited to interior demolition and hazardous material abatement; structural and architectural site improvements to support new building systems; new architectural finishes including new windows and exterior wall infill; new insulation assemblies throughout the facility; renovation of electrical and plumbing systems; installation of new telecommunication systems and energy management control systems; new fire alarm/mass notification and fire suppression systems; civil site improvements to integrate with existing sidewalks, amenities and utilities; construction of new fire vehicle access lane; exterior utility services improvements for new heating, ventilation, and air conditioning systems (refer to attached draft specifications and drawings). The performance period is expected to be 531 calendar days (CDs) including 30 CDs mobilization. The magnitude of this construction project in terms of the estimated price range stipulated in Federal Acquisition Regulation (FAR) 36.204, as supplemented in Defense FAR Supplement (DFARS) 236.204 is between $10,000,000.00 / ¥1,064,531,000 and $25,000,000.00 / ¥2,661,327,500 (¥106.4531 = $1.00, FY22 U.S. government exchange rate for the purpose of this pre-solicitation notice). The government anticipates solicitation issuance on or about 31 January 2022. The proposal will be due approximately 40 days after the solicitation is issued. The pre-proposal conference/site-visit will be conducted on or about 25 February 2022 in the 35th Contracting Squadron, Bldg. 656, Misawa Air Base, 1-chome, Hirahata, Misawa-shi, Aomori-ken, Japan to explain the Request for Proposal (RFP) including a question and answer session and examination of the general and local conditions of the project sites. All offerors are highly encouraged to attend the conference/site visit as the solicitation will include FAR clause 52.236-3 entitled “Site Investigation and Conditions Affecting the Work”. All details regarding dates, location, and contract information will be identified in the solicitation when issued. The contract award will be made to a single offeror who provides the government with the best value, using Subjective Tradeoff (STO) process in accordance with FAR Part 15, DFARS 215.300, AFFARS 5315, and Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of; 1) Past Performance, and 2) Price. The contract will be awarded Firm-Fixed Price. In order to be eligible for an award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov; however, the following must be satisfied due to the award and performance to be made in Japan. [Note to firms located in other than Japan]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, in accordance with DFARS 252.225-7042, “Authorization to Perform”. Also, the resulting contractor shall, without additional expense to the government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work in accordance with FAR 52.236-7, “Permits and Responsibilities”, as supplemented by AFFARS 5336.507. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any bid/proposal preparation costs.
