Notice of Intent to Solicit and Negotiate with Only One Source (Sole Source) The United States Air Force, 35th Contracting Squadron, Misawa AFB, Japan, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-2, Unusual and compelling urgency for the following equipment. The associated NAICS code for this is 621512. The vendor will be Catalina Imaging Inc. Description of equipment requirement: The Contractor shall provide one (1) Computerized Tomography (CT) trailer with a Toshiba Cannon Aquilion 64/128 VeloCT system installed. A generator, Equipment setup and verification must be provided to the CT trailer. In order to support the United States Air Force, 35th Medical Group, the Urgent Care Service (UCS) flight of the radiology technicians to perform CT scans on patients while the current equipment undergoes renovation. The CT trailer is immediately required to prevent being unavailable for performing CT scans. Without the equipment, patients could either be delayed in definitive surgical care or could get an unnecessary surgery. The renovation is expected to be started from May 1, 2022. Awarding the purchase order for the CT trailer to Catalina Imaging Inc. will allow the radiology technicians to perform CT scans on patients during the renovation period. A firm fixed price contract with a base period with an option for one (1) month extension is anticipated and shall be awarded. Anticipated award date is April 1, 2022 and the period of performance for base period is May 1, 2022 through August 31, 2022. It is the Government's belief that only Catalina Imaging Inc. possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
