This is a pre-solicitation notice for Repair Military Family Housing (MFH), Tower 116 contract for Misawa Air Base (MAB), Japan. The work will consist of providing all supervision, management, quality control, labor, tools, equipment, materials, and performance of all work necessary to construct improvements for the renovation of Tower 116. This project includes interior and exterior improvements to sixty-eight (68) three (3) bedroom Junior Non-Commissioned Officer (JNCO) homes and common areas. Improvements includes but is not limited to replacement of the unit plumbing systems, electrical and lighting systems, windows, doors wall insulation and upgrades to bathrooms, kitchens, flooring, interior and exterior finishes. The work also includes upgrades/replacement of whole building systems including the domestic hot water heating system, fire alarm system, fire protection sprinkler and standpipe systems, installation of a new energy management control systems (EMCS) and general utility upgrades and improvements to meet current standards for the parking lot and removal of hazardous material. All work shall be accomplished in accordance with the contract specifications and drawings subject to the terms and conditions of the contract. The performance period is expected to be 900 calendar days (CD) including 30 CD mobilization. The magnitude of this construction project in terms of the estimated price range stipulated in Federal Acquisition Regulation (FAR) 36.204, as supplemented in Defense FAR Supplement (DFARS) 236.204 is between $25,000,000.00 / ¥2,778,855,000 and $100,000,000 / ¥11,115,420,000 (¥111.1542 = $1.00, FY20 U.S. Government exchange rate for the purpose of this pre-solicitation notice). The solicitation will be issued on or about 10 Feb 20. The proposal will be due 40 days after the solicitation is issued. The pre-proposal conference/site-visit will be conducted on or about 27 Feb 20 in the 35th Contracting Squadron, Bldg. 656, Misawa Air Base, 1-chome, Hirahata, Misawa-shi, Aomori-ken, Japan to explain the Request for Proposal (RFP) including a question and answer session and examination of the general and local conditions of the project sites. All offerors are required to attend this conference/site-visit. Offeror’s non-attendance at the conference/site-visit above may be construed as a failure to meet the requirements of FAR clause 52.236-3 entitled “Site Investigation and Conditions Affecting the Work”, leading to no consideration for award. All details regarding dates, location, and contract information will be identified in the solicitation when issued. The contract award will be made to a single offeror who provides the Government with the best value, using Subjective Tradeoff (STO) process in accordance with FAR part 15, DFARS 215.300, AFFARS 5315, and Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of; 1) Past Performance, and 2) Price. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov; however, the following must be satisfied due to award and performance to be made in Japan. [Note]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, “Authorization to Perform”. Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, “Permits and Responsibilities”, as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
