This is a pre-solicitation notice for the supply acquisition of Water Treatment Chemicals Indefinite-Delivery/Requirement (IDR) Contract at Misawa Air Base (MAB), Japan, with one-year basic period plus two (2) one-year options. Unit price based firm-fixed-price, IDR type of contract is contemplated, on a basis of Japanese Yen. The requirement consists of providing water treatment chemicals and injection services to the six (6) boiler, four (4) sewage, and five (5) water plants located at MAB (see draft statement of work attached). The contractor is required for delivery and injection of the chemicals not later than two (2) calendar days (CD) from the date of call for emergency and seven (7) CD for regular delivery. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should be provided in a capabilities statement which includes: 1) Offerors name, address, point of contact, phone number, and e-mail address; 2) Offerors interest in bidding on the solicitation when it is issued; 3) Offerors capability to perform a contract of this magnitude and complexity and three examples of comparable work performed within the past three years with a brief description of the project, customer name, and dollar value of the project) ; and 4) Offerors Business Size. The contract award will be made to a single offeror who provides the Government with the best value, using a competitive Lowest Price Technically Acceptable (LPTA) in accordance with Federal Acquisition Regulation (FAR) Part 12 and 15. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
