Seeking input from industry for a unique requirement. Requesting: 1) Questions from industry regarding this requirement. 2) Vendors able to provide the services requested (and their capability statements). SCOPE OF WORK: The contractor shall provide all management, tools, equipment, and labor necessary to define the system upgrades and/or modifications required to establish a consolidated, bilingual Civil Engineer (CE) Dashboard system which combines all infrastructure Supervisory Control and Data Acquisition (SCADA) systems across Misawa Air Base into a single electronic, live-feed site picture via computer application. Systems to be evaluated include electrical systems located in buildings 780 and 160, water treatment, supply and distribution plant systems located in building 66, 768, 1942, 1541, and 1360, fuel tank tracking system located in buildings 12510 and 12511, and boiler plant systems located in buildings 465, 1536, and 1337. All work shall comply with all applicable laws and regulations of local government, the Government of Japan, and commercial standards. The system design shall provide data for the electrical systems to include voltage, amperage, hertz and watts readings, for water systems to include water levels, water pressures, quality, and usage, fuel tank system to include fuel levels and usages, and boiler plants to include steam pressure, water level, temperatures, boiler status, and any system alarms.
