Misawa AB is in need of an upgraded E911 call system upgrade for CES/Fire Emergency Services Flight, 35th SFS, and 35th MDG. The current Vesta R4 E911 system does not provide location services (ANI/ALI) when an emergency call is made. The current E911 system is also running on an outdated Windows program and its components must be JITC approved. The Misawa AB R4 E911 system is in need of an upgrade to the current Vesta R7. The Enhanced 911 system is paramount to the safety of the entire base populous. With an antiquated E911 system the community's ability to notify first responders in the event of an emergency would be degraded to the point of being dangerous to the community. The E911 system supports all missions within the 35th FW because any individual can experience an emergency of unknown severity at any moment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Amendment 0001 to FA520519QB012, Vesta E911 Upgrade; this solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2019-02TA, DPN 20190215, and AFAC 2018-0525. This acquisition will be BRAND NAME REQUIREMENT for the equipment to be installed. Please see Brand Name Justification as an attachment to this solicitation (Attachment 1).
