Central Heat and Power Plant (CHPP) Boiler Maintenance and Repair Services
The 354th Contracting Squadron at Eielson AFB, Alaska, is conducting market research for on-call emergency and scheduled maintenance/repair of six coal-fired high-pressure boilers at the Central Heat and Power Plant (Bldg 6203), where outages pose life-safety and mission risks in sub-arctic conditions. The contractor must furnish all management, labor, transportation, tools, equipment, and certified materials, with a qualified technician physically on-site within 24 hours of call-out and a detailed Letter of Recommended Repair within one business day of inspection. No parts ordering or work beyond initial inspection may proceed without written Contracting Officer notice-to-proceed, and no Government-furnished tools, vehicles, facilities, or welding equipment will be provided. Mandatory qualifications include an active National Board “R” Stamp, ASME Section IX welder certifications, and acceptance by a State of Alaska Boiler Inspector, plus DBIDS vetting and HAZMAT/SDS approvals. Interested vendors should review the attached draft PWS and may provide industry feedback on ambiguities, NAICS classification, and subcontracting/teaming arrangements.
