The United States Air Force, 354th Contracting Squadron, Eielson AFB, AK, awarded a firm-fixed-price purchase order to Hammonds Technical Services, Inc. for the procurement of one (1) Hammonds Fluid Powered Additive Injection Cart. Technical Order 00-25-172 authorizes the use of Hammonds fuel additive injection systems for introducing Fuel System Icing Inhibitor (FSII) and other required additives into JP-8 fuel during routine fueling operations. The purchase was executed using FAR Part 13, Simplified Acquisition Procedures, under the authority of FAR 13.106-1(b)(1)(i), which permits soliciting from a single source when the contracting officer determines that only one source is reasonably available. Hammonds Technical Services is the only responsible source capable of providing this equipment, as the Hammonds FPAIC is explicitly recognized in the TO as compliant with Air Force design and operational requirements.
