The system is used to reconcile and track fuel transactions to complete the reconciliation process IAW AFI 11-253. Based on the market research and analysis conducted, it is the Contracting Officer's determination to solicit the subject requirement as a Sole Source award under FAR 6.302-1, Only One Responsible Source. This strategy is justified due to the proprietary nature of the CAFDEx software.
