This announcement constitutes the solicitation. Solicitation FA5004-22-Q-0048 is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective 31 Aug 2022. The DFARS provisions and clauses, effective 31 Aug 2022. The AFFARS provisions and clauses are those in effect to AFAC 2022-0701, effective 31 Aug 2022. Notice to Offeror. Awaiting funds. Funds are not presently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this purchase request, either before or after suspense date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary quotes, time or cost incurred. This requirement is solicited as a 100% total small business set aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 221310 with a small business size standard of $36 Million. The place of performance shall be Eielson AFB, AK, 99702. The Period of Performance shall be 30 September 2022 – 29 September 2023 with four (4) additional option years. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in Attachment 1 - Solicitation - FA500422Q0048 Potable Water. Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Nov 2017), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award. The clause at FAR 52.212-4 is applicable to the solicitation and will be found in the SF 1449. Options – Base Plus Four Option Years No Defense Priorities and Allocations System (DPAS) assigned rating applies to this acquisition.
