The solicitation number for this procurement is FA5002-22-Q-0010 and is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) is 488410. Small Business Size Standard is $8,000,000.00. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-07, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20211130, and Air Force Acquisition Circular (AFAC) 2021-0726. The commercial services being solicited are for a towing services to be performed in accordance with the Performance Work Statement (PWS) for abandoned and unclaimed vehicles located on Eielson, Air Force Base (EAFB), Alaska, at no-cost to Government. Award of this solicitation provides an offeror the exclusive right to perform the required services on EAFB. Should an offeror determine they can accomplish the technical requirements of the solicited services, but cannot perform the services at no-cost: The offeror shall submit a reasonable explanation justifying the need for payment, including a complete price proposal schedule/breakdown. Please see the SF1449 and Attachment 3 – Towing and Storage charges for additional information. Special Notes and Instructions: This is a notice that this order is a total set-aside for small business concerns under NAICS 488410. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by an offeror that is not a small business concern will not be considered for award. Questions. Any questions shall be submitted in writing via email to SSgt Lacey Sizemore at the e-mail: lacey.sizemore@us.af.mil and SSgt Marcus Olearnick at the e-mail marcus.olearnick@us.af.mil no later than 12:00 pm AKST, 22 April 2022. All questions will be answered and sent through email. Any such unauthorized contact shall not be used as a basis for responding to this RFQ and also may result in the rejection of the offeror’s submittal. Basis of Award. 354th CONS/PKB will issue a purchase order to the vendor who is determined to offer the best value to the Government. In accordance with Attachment 2, 52.212-1, Instructions to Offerors, and 52.212-2, Evaluation, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Factors considered will include, offeror’s technical ability to accomplish solicited requirements, contractor responsibility, and past performance. Best Value Determination. The technically acceptable quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria contained in the solicited item description. For any submission that does not meet the technical criteria described in the solicited item description, the Government reserves the right to evaluate the next submission until it has determined a best value, technically acceptable submission. Evaluation of submitted quotes will cease at the point the government determines an offeror’s submission to be technically acceptable because that offer will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is determined most capable of accomplishing the technical requirements outlined in the solicitation. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). Place of Performance. Service shall be in accordance with this PWS and shall provide all of the consolidated resources (personnel, materials, facilities, equipment, licensing, and insurance) to perform the required duties for a period of performance of 1 May 2022 to 30 April 2027.
