This is a combined synopsis/solicitation for Granular Activated Carbon (GAC) filtration material supply, to include removal of existing spent filtration material, for a water treatment facility at Eielson Air Force Base, Alaska. This contract is contemplated as an indefinite delivery/indefinite quantity-type contract with firm-fixed-pricing for the base year and four option periods, with an estimated period of performance of 1 August 2020 through 31 May 2025. The GAC material component of this project is not restricted to a particular brand or model, but must be approved by the Alaska Department of Environmental Conservation (ADEC) for use in municipal drinking water filtration systems as part of perfluorinated compound (PFC) removal. Offers submitted in response to this solicitation will be evaluated on this factor, in addition to price, of which either the offeror's submitted GAC material is either approved or not approved for use in this manner by ADEC. Offerors shall submit a copy of ADEC approval of their GAC filtration material with their offer.
