The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs. The perimeter fence along the Richardson Highway at Eielson AFB, Alaska is a multi-mile fence that separates Air Force functions from traffic along the highway. The section of fence to be replaced in this project runs from the South Gate to the Hursey Gate and shall be attached to existing perimeter fencing at those locations as follows: For the South Gate, the new fence will attach to the existing perimeter fence on the north side of the access road to the gate. For Hursey Gate, the new fence will attach to the west side of the existing AVB fence running from the remote vehicle control gates. Attachment points are displayed in the SOW. The Government is contemplating a Firm Fixed Price (FFP) Sealed Bid Contract. The estimated magnitude is between $1,000,000.00 and $5,000,000.00 IAW FAR 36.204(f). This posting is an Invitation for Bids. Bids must be valid until 30 September 2020. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this solicitation; all costs associated with responding to this solicitation will be solely at the interested party’s expense. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The due date and time for submission of bids is contained in the solicitation package. Paper copies will NOT be available. The entire solicitation, including the specification and/or drawings, are available only on the System for Award Management website at https://beta.sam.gov. All contractors MUST be registered in the System for Award Management website at: https://beta.sam.gov/ A site visit will NOT be conducted due to the time of year and location of the fence. Photographs of the fence, including key points, are included as an attachment in the solicitation package. Questions shall be submitted electronically via email to the contacts listed below no later than 26 March 2020 before 1400 hrs (2:00 pm) AKDT. No questions will be taken over the phone. The bid opening will be on 09 April 2020 at 1400 hrs (2:00 pm) AKDT. However, this will not be a public bid opening to ensure social distancing procedures are being adhered to.
