The project consists of replacement of controls for collection of bottom ash and fly ash from the boilers, bottom and fly ash silo filling and silo unloading. Contractor shall provide new programmable logic controllers (PLCs), Human Machine Interface (HMI) screens, control cabinets, wiring and accessories. Contractor shall provide programming, check-out and training for new systems and demolition of abandoned equipment. Installation shall be phased to accommodate continuous plant operations. Work includes minor abatement of asbestos, lead base paint and hazardous dust as necessary to safely complete the work of the project. All work is to be done at Eielson AFB, Alaska. The government is contemplating a Firm Fixed Price (FFP) sealed Bid contract. IAW FAR 36.204(f): The estimated magnitude is between $1,000,000 and $5,000,000. This posting is an Invitation for Bids. Bids must be valid for 90 calendar days. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this solicitation; all costs associated with responding to this solicitation will be solely at the interested party's expense. Not responding to this solicitation does not preclude participation in any future IFB, if one is issued.
