Eielson Air Force Base, Alaska has a requirement for municipal solid waste collection ("refuse services"). The contractor shall provide all personnel, equipment (not to include dumpsters, except as noted), tools, maintenance, vehicles, supervision, and other items and services necessary to perform municipal solid waste collection at Eielson AFB, AK. The contractor shall perform to the standards defined within the awarded contract, as well as all local, state, and federal regulations. Estimated workload data are listed in Appendix A of the solicitation; collection areas are defined in Appendix B. (NOTE: Appendices A and B will be released in conjunction with the publicized solicitation.) The solicitation number for this acquisition is FA5004-19-B-A003, and is available for retrieval at https://www.fbo.gov. This acquisition is contemplated to be comprised of a Base Year of performance, with four Option periods, with a value magnitude between $1,000,000 and $5,000,000. This acquisition is being pursued as "Full & Open Competition" in accordance with Federal Acquisition Regulation (FAR) Subpart 6.1, Full and Open Competition. The applicable North American Industry Classification System (NAICS) code for this acquisition is 562111, with a small business size standard of $38.5 million. The eventual contract for this acquisition is contemplated to be Firm-Fixed Price (FFP). The solicitation for this acquisition will be issued electronically and will be publicized via the Federal Business Opportunities (FBO) website (https://www.fbo.gov). Interested offerors are responsible for retrieving their own copy of the solicitation and all associated documents from the FBO website as no paper copies will be furnished. No bidder mailing list will be maintained. Interested offerors should register at the FBO website in order to receive notification of any additions/changes to the publicized solicitation. All offerors must be registered within the System for Award Management (SAM) database. Bids in response to the publicized solicitation for this acquisition shall be submitted on the Standard Form 1449 (SF 1449) and must follow bid preparation instructions as listed within the solicitation.
