All other terms and conditions remain unchanged.*** COMBINED SYNOPSIS/SOLICITATION ‘COMBO’ Eielson AFB CHPP Custodial Services This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Solicitation FA5004-21-Q-0007 is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01, effective 01 Oct 2020. The DFARS provisions and clauses, effective 01 Oct2020. The AFFARS provisions and clauses are those in effect to AFAC 2019-1001, effective 01 Oct 2019. Notice to Offeror. Awaiting funds. Funds are not presently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this purchase request, either before or after suspense date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary quotes, time or cost incurred. This requirement is solicited as a 100% total small business set aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 561210 with a small business size standard of $41.5 Million. The Pricing Schedule is incorporated on Attachment 4 - SF 1449. Vendors shall complete the SF 1449 in its entirety and return with any other documentation/data as required by this Combo. The Period of Performance shall be 01 March 2021 – 28 February 2022 with four (4) addition option years. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in the SF 1449, and is supplemented via Attachment 2 – Clause Addendums. Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Nov 2017), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award. The clause at FAR 52.212-4 is applicable to the solicitation and will be found in the SF 1449. Options – Base Plus Four Option Years No Defense Priorities and Allocations System (DPAS) assigned rating applies to this acquisition. Quotes are due no later than 2PM Alaska Standard Time on 04 February 2021. BASIS OF CONTRACT AWARD: This is a competitive action in which award shall be made based on price and past performance. All contractors attending will provide the below POC with their full name, driver license number and state of issuance, date of birth, and the last four of their social security number to gain access to the base.
