•(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. •(ii) Solicitation FA5004-20-Q-Kennel is a Request for Quotation (RFQ). •(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, effective 15 Jun 2016. The DFARS provisions and clauses are those in effect to DPN 20160607, effective 07 Jun 2016. The AFFARS provisions and clauses are those in effect to AFAC 2016-0603, effective 03 Jun 2016. •(iv) This requirement is solicited as a full and open requirement. The North American Industrial Classification System (NAICS) code associated with this procurement is 332311 with a small business size standard of 750 employees. •(vi) The government intends to award a firm-fixed price contract for the following: See Attachment 1: 554 RHS Kennel See Attachment 2: Statement of Work (SOW) •(vii) Performance shall be FOB Destination. Contractor shall include delivery schedule information on the Solicitation, Attachment 1. All items shall be delivered to: Eielson AFB, Alaska 99702 •(i) Evaluation Criteria/ Basis for Contract Award is as Follows: •a. Price analysis will be conducted. Quotes will be evaluated for price reasonableness and completeness. The proposed price will be evaluated on the bottom line price for the entire effort. Primarily, prices will be compared to the proposed prices received in response to the solicitation and/or compared to proposed prices within the Independent Government Estimate. Overall, the price must be determined fair and reasonable. •b. The government will rank all offers according to price, from lowest price to highest price. •c. Technical evaluations will be conducted by assessing the offeror's proposed offers to verify it meets the requirements within the Statement of Work. Technical evaluations will be rated on a technically 'Acceptable' or 'Unacceptable' basis. •d. This process will continue (in order by price) until an offeror is determined to have an acceptable quote with regards to technical (meeting the requirements in the Statement of Work.) •e. Ultimately, the contract will be awarded to the offeror whose quote, based upon the evaluation criteria listed above, represents the best value to the Government.
