ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFERORS-COMMERCIAL ITEMS (Sep 2023) Paragraph (b) is hereby replaced with the following: When submitting your quote, the Government will award a contract to the responsible offeror whose qoute conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Factors being utilized to evaluate offers are: 1. Price: Complete Price Schedule on the Attachment titled: Combined Synopsis-Solicitation 2. Technical Acceptability: • Submit technical approach In accordance with Perfromance work statement (PWS) do not restate PWS this is not acceptable. 3. Options: Fill out pricing information for option years in the pricing schedule on page 3 of the attachment titled: Combined synopsis-Solicitation. Quotes shall be submitted via email to the following addresses (Justin.Scales@us.af.mil) ; brendon.yellott@us.af.mil) no later than 2:00pm Alaskan Daylight Time (ADT), 23 Oct 2025 in order to be considered timely. Questions are due no later than 2:00 PM ADT, 20 Oct 2025. The Government is not obligated to answer any questions submitted after the deadline. It is the vendor’s responsibility to monitor the solicitation posted herein for amendments issued in reference to this requirement. Any potential amendments will be posted in the same fashion as the solicitation. All Contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM). Failure to comply with SAM registration will deem the Offeror ineligible for award. Amendment 0004: FAR Provision 52.212-2, Evaluation, paragraph (a) is amended as to add the following addendum: 1. The techniques prescribed in FAR 12.209 will be used to evaluate an Offeror's price to determine reasonableness. Price will be evaluated for reasonableness, completeness, and fairness by comparing the proposed prices with the Independent Government Estimate, and the prices posed by other Offerors. Amendment 0005: - Adds PWS Revision 1.1, dated 7 November. -PWS Rev. 1.1 clarified paragraph 5, Sidewalk Snow Removal Maps, with more precise measurements. - Provides Attachment 7, Estimated Workload Data, to support PWS para. 5 - Adds Disclosure of Magnitude for this project. The estimated magnitude for this requirement is between $500K and $1M.
